Provincial Assembly Decision on use of historical insignia of the Autonomous Province of Vojvodina
("Official Gazette of AP Vojvodina", number 10/2002 and 18/2009)
I GENERAL PROVISIONS
Article 1
This Article stipulates the protocolar use of the coat of arms of the Autonomous Province of Vojvodina, as a historic symbol of Vojvodina (hereinafter: the coat of arms).
Article 2
The coat of arms represents the Autonomous Province of Vojvodina and demonstrates loyalty to the Autonomous Province of Vojvodina, as a modern European democratic region.
Article 3
The coat of arms is used in a form and context stipulated by this Decision.
Article 4
The coat of arms is put out and used in accordance with this Decision, other regulations and protocolar rules.
The coat of arms cannot be put out and used in a way which damages the reputation and dignity of the Autonomous Province of Vojvodina.
II SHAPE AND CONTENT OF COAT OF ARMS
Article 5
As a historic symbol, the coat of arms of the Autonomous Province of Vojvodina consists of coats of arms of Bačka, Banat and Srem.
The escutcheon divided into three fields, two vertical and one horizontal, contains coats of arms of Bačka, Banat and Srem placed from left to right.
The vertical field on the left contains the coat of arms of Bačka - on the royal blue background, Apostle Paul stands barefoot on the green field, wearing a brown cloak, with a golden halo around his head; in his right hand, he holds a white sword with a golden hilt and guard, turned downwards, while in his left hand he holds a book with black covers.
The vertical field on the right contains the coat of arms of Banat- on the red background, there is vertically placed golden lion turned to right, holding a sabre in its right paw.
The horozontal field contains the coat of arms of Srem- on the royal blue background, there are three silver ribbons- the rivers Bosut, Sava and Danube; under the second ribbon, there is a deer with a golden collar around his neck, resting on the green field with a cypress tree behind him.
III THE USE OF THE COAT OF ARMS
Article 6
The coat of arms of the Autonomous Province of Vojvodina is used together with the coat of arms of the Republic of Serbia, when usage of the coat of arms of the Republic of Serbia is stipulated by law or other regulation, placing it on the right of the coat of arms of the Republic of Serbia.
Article 7
The coat of arms can be used, upon the previous consent by the Executive Council of AP Vojvodina, as an integral part of an emblem, that is logo.
The coat of arms cannot be used as a trade or service logo, pattern, model or other symbol for labelling goods and services.
The coat of arms must not be used if it is damaged or its appearance is inappropriate for usage.
Article 8
The use of the coat of arms is mandatory in following cases:
- as a part of seal and stamp of bodies of the Autonomous Province of Vojvodina,
- on official signboards on buildings of bodies of the Autonomous Province of Vojvodina and bodies of local self-governments in the Autonomous Province of Vojvodina and official premises of the President of the Assembly of the Autonomous Province of Vojvodina and Executive Council of the Autonomous Province of Vojvodina, and it can be put out in other official premises of the Assembly of the Autonomous Province of Vojvodina and Executive Council of the Autonomous Province of Vojvodina ,
- on charters, diplomas and other public certificates awarded by the bodies of Autonomous Province of Vojvodina,
- on objects given as show-pieces, as well as in memorandums, envelopes, official invitations, greeting cards and business cards, used by the President, Vice-Presidents and Secretary of the Assembly of the Autonomous Province of Vojvodina, as well as by the President, Vice-Presidents and Secretary of the Executive Council of the Autonomous Province of Vojvodina, including other officials of Provincial bodies,
- on official vehicles used by the President, Vice-Presidents and Secretary of the Assembly of the Autonomous Province of Vojvodina, as well as by the President, Vice-Presidents and Secretary of the Executive Council of the Autonomous Province of Vojvodina,
- on diplomas and certificates in education received on the territory of the Autonomous Province of Vojvodina,
- on identity cards of Deputies of the Assembly of the Autonomous Province of Vojvodina and Members of the Executive Council of the Autonomous Province of Vojvodina.
The coat of arms can be used in other cases if its use is not in contravention of this Decision.
Article 9
Etalon (original) of the coat of arms of the Autonomous Province of Vojvodina is kept in the Assembly of the Autonomous Province of Vojvodina and the coat of arms in use is shaped according to it.
IV PENAL PROVISIONS
Article 10
Fine from 2,000.00 to 100,000.00 dinars will be imposed upon legal entity for offence, if:
- the coat of arms is used in a way which damages the reputation and dignity of the Autonomous Province of Vojvodina (Article 4),
- the coat of arms is used with other content and in other form stipulated by this Decision (Article 5),
- the coat of arms is not used when its use is mandatory (Articles 6,7 and 8),
- the coat of arms is used damaged or without consent , as an emblem or logo or goods or service brand or for labelling goods and services (Article7).
Fine from 100,00 to 5,000.00 dinars will also be imposed upon responsible person in legal entity for the offence from Paragraph 1 of this Article.
The fine from the aforementioned Paragraph will also be imposed upon any other natural entity who commits the offence from Paragraph 1of this Article.
V PROVISIONAL AND FINAL PROVISIONS
Article 11
The Executive Council of the Autonomous Province of Vojvodina is authorised to issue instructions which will closely regulate the use of the coat of arms, as required and in accordance with this Decision.
Article 12
Seals and stamps of the bodies of the Autonomus Province of Vojvodina will be adjusted to the provision of this Decision, during the first change of those seals and stamps for any reason, within one year from the day of coming into effect of this Decision, at the latest.
Article 13
The content of the identity card of Deputies at the Assembly of the Autonomous Province of Vojvodina and Members of the Executive Council of the Autonomous Province of Vojvodina will be adjusted to the provisions of this Decision, during the first change of those identity cards, not later than during the issuing of new identity cards.
Article 14
This Decision enters into force on the eight day from the day of publishing in "Official Gazette of the Autonomous Province of Vojvodina".
